Should a shareholders' meeting be postponed if typhoon no. 8 or above is hoisted? How about black rain?

The Listing Rules do not explicitly mandate the adjournment of shareholders’ meetings due to bad weather.  We notice usually listed issuers would postpone their shareholders' meetings if typhoon no. 8 or above is hoisted but not for black rain. One reason maybe, public transportation service is still available during black rain but not during typhoon.
